With reference to your letter of the 26th September 1894, 1149/11, respecting the supply of water

to the Sanitarium Barrack at Hong Kong, I am directed by

His Royal Highness the Commander-in-Chief to acquaint

you that the application of the Water Regulations, in

the manner described in your letter, appears to involve

treating War Department buildings as coming under the

provisions for domestic supply, whereas in paragraph 2

of the Ordinance of 1890, it is defined that Military

Establishments come under the Regulations for non-

domestic supply.

2. I am to request that you will refer further

to the Colonial Goverment on this point.
